    • Availability of ICT Elements in Secondary Schools within Anambra State

      Concerned with ensuring ICT availability in schools, the national policy on education (Federal Republic of Nigeria 2004) stated that government shall provide facilities and infrastructure necessary for promotion of ICT in schools. The government has gone ahead to implement this through school computer initiative like the school net program (Ezekwesiri 2006).

      The Anambra state government has also made a key effort in this regard by providing computers to secondary schools in the state but most of these schools are incapacitated to providing and maintaining a continual use of these ICT elements due to high cost of maintenance especially in the area of power supply and internet service. The state leaders who are charged with looking at the interest of a given state do not see the need to maintain consistence use of ICT elements in secondary schools as priority; they consider health care, road construction and other amenities as more important than investing in the provision of ICT elements for their schools. Education is a fundamental human process; it is a matter of values and action. ICT elements have the power to complete, reinforce and enhance process (Simon 2008).

      EMPIRICAL STUDIES

      Challenges Facing the Usages of ICT Elements

      A number of challenges have been identified as what gives stress to teachers in the use of ICT elements. According to Iloanusi and Osuagwu (2010) in their research work carried out in Asaba Urban using a sample population of 6,000 students and 350 teachers, many factors limit the infusion and use of ICT element in schools.

      Some of the challenges include-:

      1. Poor ICT knowledge (lack of technical know-how). There is a severe and pronounced low level computer literacy among Nigerian Teachers (Okiy, 2005). This makes it difficult for them to make maximum use of available ICT elements. The poor ICT knowledge among teachers makes it difficult for secondary schools in Anambra state to go far in their use of ICT elements in learning computer science education. Many schools are lacking resources and technical support and teachers needing continuously to acquire appropriate training in order to deliver up to date services and trouble shoot faulty ICT elements (Bill and Malinda Gates foundation 205-8). Without the relevant ICT knowledge and skills, our teachers cannot be able to guide and maximize the available ICT elements.
      2. Paucity of ICT elements: Our secondary schools have lacked sufficient supply of ICT elements needed to facilitate the teaching of computer science education in secondary schools. This has posed a terrible challenge on teachers as there are not enough ICT elements to use for teaching computer science education.
