    • The quality of education depends on the teachers as reflected in the performance of their duties. Over time pupils’ academic performance in both internal and external examinations had beeiI used to determine excellence in teachers and teaching (Ajao, 2001). Teachers have been shown to have important influence on students’ academic achievement. They also play a crucial role in educational attainment because they are ultimately r for translating policy into action and principles based on practice during interaction with the students (Afe, 2001). Both teaching and learning depends on teachers: no wonder an effective teacher has been conceptualized as one who produces desired results in the course of his duty as a teacher (Uchefuna,2001). Considering governments’ huge investment in public education, its output in terms of quality of students have been observed to be unequal with government expenditure.
      Consequent upon the observed deterioration in the academic achievement, attitude and values of secondary school students in public secondary schools one wonders if the high failure rates and the poor quality of the students is not a reflection of the instructional quality in the schools. In other words the ineffectiveness of teachers in classroom interaction with the students could be responsible for the observed poor performance of students and the widely acclaimed fallen standard of education in Nigeria. Since students’ academic scores are not the only predictors of teachers’ effectiveness, researchers have sought other fairer ways of evaluating teachers’ effectiveness. Students, administrators, colleagues and the teachers’ self evaluation have been used to evaluate teachers’ effectiveness.
      Students’ competence in the evaluation of the effectiveness of their teachers has been of great concern to researchers in education. However, studies have shown that students’ ratings are valuable indicators of teachers’ effectiveness (Barnett et al. 2003; Imhanlahini and Aguele 2006; Pozo-Munoz et al. 2000).
      QUALITY CONTROL AND STUDENTS ACADEMIC PERFORMANCE
      It is highly expedient to consider the correlation of quality control and student’s academic performance. This clearly reflect the effect of a good quality control to bracing up to the students academic performance cannot go beyond the quality control of activities by the government, school management, Ministry of Education e.t.c. for a positive educational outcomes.
      Recently, cross examination has been conducted relating to variables that directly or indirectly affect students’ academic performances. Tussman (2005) concluded that successful schools have strong administrative leadership; thus, high expectations for students and teachers positive school climate and support. This revealed the significant of effective quality control on the part of the manager or administrators. There is a relationship between programme success and control. Hence, students’ academic performance can be traced to good quality control of such educational setting. Also Adeyinka (2007) asserted that quality control practice in organization function serve as strong influence on success. In the absence of quality control, individuals tend to drift away from plan or order which would always lead to an inefficient and low academic performance on the part of the student.
      The imperative of quality control stands as a bedrock upon which a good academic performance of students at secondary school is built. Teacher determines the quality of education. It should be understood that the teachers, so claimed as the major instruments of quality control and assurance have variable that determines their effectiveness.
      According to Ejieh (2000), to bring about effective teaching and learning, teacher must be motivated, condition of service must improve, both the inspector and the teacher must see each other as partners. In the same vineyard. He further argues that poor salaries, uncertainty of payment of salary, delay in salary payment indeed, poor condition of service has forced teachers into different types of trade within school premises. School staff which have consequently taken over time they ought to spend usefully in the process of teaching and learning.
      Most successful schools benefits from leadership of the head teacher and governors which is strong, consultative and has clear vision. In this tone, the school ethos must reflect a strong commitment, or not only to high academic attainment, but also the establishment of an environment in which staff and students are learning together and take active role in the life of the school.  Ministry focuses attention upon monitoring of individuals subject department and their teaching. This assessment of the performance of individual head teacher and deputy head teachers against a greed criteria should be a statutory duty of governing bodies (i.e. the education ministry) through a better understanding of the strength and weakness in the management and leadership of their school and knowledge of what make an effective school, head teachers and their governor should be better placed indentify targets and area for themselves and be strongly placed to provide the quality of leadership necessary to achieved this.
