NCSS finally urges state education leaders, ‘textbook publishers and teachers, educators to strengthen study about religion in public schools by acting on the recommendation contained in this statement.
VALUE are defined broadly as the principle and developmental convictions which acts as general guides to behavior, the standards by which particular actions are judged or good or desirable (Halstead and Taylor 2000).Values education itself requires also some definition as the explicit conscious attempt to teach value. This excludes others more implicit, unconscious form of inculcating value. Accordingly values education is broader and refers to promote students understanding and knowledge of values and to inculcate the skills and disposition of students so that they can enact particular values as individual and as members of the wider community. Debates in recent research literature about values education have typically focused own contrasting perspective commonly stylized as character education and cognitive development.
Factors Affecting Religion and National Value
Nigerian Educational Research and Development Council (NERDC) should be discontinued forth with because the rationalization by the Council so far has been more than puerile and the exercise will not serve any public goods. In the new system developed by the (NERDC) Which has been touted by its promoters as “intended to be in tandem with intentional models†Christian Religion Studies (CRS) and Islamic Religion Studies (IRS), which were hitherto taught separately, are now merged under Religion and National Value (IRN). That integration also embodies subjects such as Civic Education, Social studies and Security education. Although, Government has been curiously taciturn about further details, since the revelation of the integrated Religion and National Value (RNV), Complication Adherent of the two major religion in the country and some outraged parents have expressing negative sentiments.
According to NERDC Boss, each of the two religions subjects have been designed to be handled by separate Teachers curiously, he ha blamed what he called ‘Ignorant and greedy Publishers’ of the text books for the prevailing fuss over the new policy.... As far as the listing is concerned, They both (CRS and IRS),are standing as distinct courses, but merged under one subject listing in these case, the provisions of period for teaching (IRS), And period was set aside for the teaching social studies.

Certainly, Nigeria needs a curriculum review that will recognize all the factors that once made the nation succeed, but how can all these be achieved without a clear-cut policy framework and a budget for Teachers Training programme and trainers must be part of the best from the nation’s higher schools as it is done in the civilized world.
The National Teachers Institute (NTI), Kaduna established in 1981, has proved inadequate for qualitative Teachers Training. Therefore, since government has started on a wrong premise, it should suspend the new controversial curriculum and restart a process that will lead to a new curriculum that with reflect Nigeria’s need, diversity, and culture of course lead to development.
A nation that dreams greatness needs to invest in the strategic inculcations of national value. The success of such strategic investment depends on several factors.

(b) The source of the values
(c) The nature of the values
(d) Role models and instructors
(e) Institutional structure but few of the factors will be briefly discussed.
