2.2.1 QUALIFICATIONS OF AN ESTATE SURVEYOR AND VALUER
To become a registered estate surveyor and valuer one needs to go through the following
- The formal course of study of estate management through either the polytechnic or an accredited university or
- The professional way by going through the various courses offered by NIESV.
- After undergoing any of the above two one is expected to undergo a two year pupilage under a qualified estate surveyor and valuer during which it is expected that a logbook of activities and professional assignments carried out is kept. Graduates of estate management from accredited universities are to write the professional practice examinations (PPE) after acquiring two years experience in approved offices. However for the polytechnic graduate there is need to take an examination referred to as Professional Qualifying Examination Part three (PQE3) and successful candidates can only write the Professional practice examination after acquiring a two (2) year experience in approved offices.
- Those graduates under pupilage are required to write a thesis on the areas worked on during those years. This exercise is under the test of professional competence.
- If this thesis is vetted and approved by the institution (NIESV), one is then invited for an interview and if successful is awarded with associate member, Nigerian institution of estate surveyors and valuers and will be allowed to add ANIVS in front of his name(as the profession does not recognize gender.
- Lastly, such an associate would need to get registered by the estate surveyors valuer registration board of Nigeria (ESVARBON) and during the course of registration, would be interviewed and if successful awarded a stamp and seal at this point one can be settled a fully fledged valuer and carry out valuation without supervision.
2.2.2 SPECIALIZED SERVICES OFFERED BY AN ESTATE SURVEYOR AND VALUER (Egolum, 2003)
Property Management
An Estate Surveyor and Valuer undertake the measurement of investors properties for commission in order to ensure viability and actualization of the investment motives. The duties of the property manager include among others the following:
- Marketing of space and securing good tenants at the best rents and on most favourable terms
- Collection of periodic rents from the tenants
- Ensuring that the tenants comply strictly with the terms and covenants of the lease.
- Attending to the complaints of the tenants.
- Effecting necessary repairs and maintenance works to the building and premises.
- Insuring the property and paying the necessary property owners taxes and bills.
- Initiating and carrying out actions and that will enhance both the income generation capability and the structural life span of the buildings and premises.
- Keeping good estate accounts and preparations of periodic reports of the estate and performance of the property.
Indeed, property management entails more than mere collection of rent as most non-professionals and poorly-informed members of the society presume. Unless one has the requisite skill and expertise, he would not be able to shoulder the burden of property management to achieve the desired result.
